The Emirate of Dubai proudly embraces the prominent position it has achieved among contemporary global cities. This path towards greatness began to take shape under the visionary leadership of the late Sheikh Rashid bin Saeed Al Maktoum since the sixties. Correspondingly, unveiling the Dubai 2040 Urban Master Plan, which was launched by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, in March 2021, embodies a persevering pursuit towards immense ambitions, aiming to make excellence and distinction the enduring goals of the present and future of the Emirate.

As such, the goal of the Dubai 2040 Urban Master Plan is to continuously implement Dubai’s plans and strategies, prioritizing their well-being, happiness, prosperity and stability. Concentrating on constant advancement, this people-centric plan pursues a work strategy inspired by the best global practices while ensuring that they are aligned with the needs of the community. Therefore, the plan guarantees a sustainable future where residents, citizens and visitors can thrive, a future that aims for nothing short of excellence and surpasses all expectations.

Furthermore, the launch of Dubai 2040 Urban Master Plan coincides with the Year of the 50^th, aligning with its objectives. The plan maps out a comprehensive future map for sustainable urban development, focusing on enhancing the people’s quality of life over the next 20 years.

Optimize the utilization of spatial and infrastructure resources

Planning and developing vibrant and healthy communities

Doubling green and leisure areas and enhancing their qualities

Providing sustainable and flexible means of mobility

Safeguarding the Emirate’s cultural and urban heritage

Developing a comprehensive legislation and planning governance

Key Outcomes

The plan aims to achieve various objectives in the Emirate which serve its futuristic vision of prosperity over the next 20 years, including:

Developing a strategic master-planning framework for the Emirate

Centering the development and investment in five main urban centres that support growth of economic sectors, increase job opportunities for the diverse population, and provide a wide range of lifestyle facilities that cater to the needs of all sections of the population.

Establishing easily accessible integrated service centres and communities across the Emirate which adhere to the highest planning standards and cater to the needs of the citizens’ lives, enhancing their well-being. These include green spaces, commercial centres and recreational spaces.

Doubling the size of the green and recreational spaces and areas dedicated to public parks to serve the growing number of residents and visitors. Nature reserves and rural natural areas will constitute 60% of the emirate’s total area. Several green corridors will be established to link the service areas, residential areas and workplaces, facilitate the movement of pedestrians, bicycles, and sustainable mobility means across the city, in coordination with developers and government departments.

Increase of the land area used for hotels and tourist activities by 134%, while that used for commercial activities will increase to 168 square kilometres.

Increase of the land area allocated to education and health facilities by 25%, while the length of public beaches will increase by as much as 400%.
